[글로벌-이슈 24] 인도, 파키스탄 '카슈미르 테러' 관련 주인도 외교사절에 브리핑

인도는 최근 주인도 외교사절들을 초청해 파키스탄이 인도령 카슈미르의 잠무 인근 나그로타 군기지에서 무산된 테러 관여 증거를 보여주며 브리핑했다.

하쉬 바르단 슈링라(Harsh Vardhan Shringla) 인도 외교부 장관은 인도령 카슈미르의 잠무 인근 나그로타 기지에서 인도군에 의해 사살된 4명의 '자이시 에 무함마드(JeM)' 테러범들의 활동이 파키스탄에 의해 직접 주도된 것이라고 외교사절들에게 설명했다.
인도 ANI통신은 1일(현지 시간) 테러리스트로부터 회수된 AK-47 소총과 탄약 목록, 4명의 테러범들이 어떻게 잠무와 카슈미르에 잠입했는지 등 사건 발생에 따른 상세한 정보 등이 외교단들에게 전달됐다고 보도했다.

인도 수사관들은 테러리스트들이 삼바 구역에서 발견된 지하 터널을 통해 인도에 들어온 것과 소총 무기는 파키스탄에 본부를 둔 자이시 에 무함마드가 소지한 사실을 확인했다.

소식통은 주인도 외교단에게 공유된 세부 사항 중 "11월 19일 테러공격 사건은 파키스탄의 잠무와 카슈미르에서 진행중인 테러 캠페인의 일부라는 사실, 2020년 200건의 테러 폭력 사건과 199명의 테러리스트들이 무력화됐고 JeM이 이전 사건에도 연루된 내용도 포함됐다"고 전했다.

소식통은 "더 큰 그림으로 볼 때 테러범들이 2019년 2월 풀와마 테러 이후 인도에서 가장 큰 테러를 계획하고 있는 것이 분명했으며 그 의미는 추측할 수 있다"고 덧붙였다.
테러범들은 잠무와 카슈미르에서 지역개발위원회(District Development Council) 선거를 방해하고 2008년 11월 26일 뭄바이 테러 공격 기념일에 맞춰 테러 공격을 수행하려는 계획을 세웠다고 소식통은 설명했다.

슈링라 장관은 테러 계획과 이번 사건이 안보, 외교, 테러와의 전쟁에 미칠 영향에 대해서도 외교사절단들에게 브리핑 했다.

소식통에 따르면 외교사절단은 잠무와 카슈미르의 상황을 불안정하게 만들고 지방 선거와 민주주의를 방해하려는 파키스탄의 지속적인 노력에 대한 인도정부의 우려에 민감하게 반응한 것으로 알려졌다.

ANI통신은 이번 브리핑이 인도 외교부가 신종 코로나바이러스 감염증(코로나19) 상황을 고려하여 앞으로 소규모 그룹으로 진행하는 여러 브리핑 중 첫번째 세션이라고 전했다.

인도 외교부는 이번에 참석하지 못한 다른 공관장들에게도 브리핑을 진행해 가능한 한 국제 사회와 정보를 공유할 것임을 밝혔다.

New Delhi: India on Monday briefed a select group of head of missions in Delhi about Pakistan's direct role in planning the terror attack which was recently foiled by security forces with the killing of four Jaish-e-Mohammed (JeM) terrorists. The heads of missions were provided a detailed information docket giving details of the incident as it transpired as well as list of items and ammunition that was recovered from terrorists clearly indicating their Pakistani origins. They said envoys were told how preliminary investigations by police and intelligence authorities and markings on the recovered AK-47 rifles and other items brought it out that terrorists belonged to Pakistan-based Jaish-e- Mohammed.

"It was pointed out how the incident of November 19 is part of Pakistan's ongoing terror campaign in Jammu and Kashmir and that in 2020 itself we have seen 200 incidents of terrorist violence and neutralization of 199 terrorists. Details of JeM's involvement in previous such incidents were also shared," a source said.

In terms of the bigger picture, it was clear that the terrorists were planning biggest terror attack in India since Pulwama in February 2019 and implications can be guessed, the sources said.

They said it is part of a plot to sabotage DDC (District Development Council) elections in Jammu and Kashmir and to carry out terror attack to coincide with the anniversary of 26/11 Mumbai terror strikes.

Foreign Secretary Harsh Vardhan briefed the select group of Heads of Missions on the planned terrorist attack and the implications of the incident on security, diplomacy and the battle against terrorism.

This is the first of several briefings to be conducted by MEA in small groups in view of COVID-19 situation.

Other secretaries will also be briefing Heads of Missions in their areas of jurisdiction. The idea is to share information as widely as possible with the international community.

The heads of missions were sensitized about India's concerns regarding Pakistan's sustained efforts to destabilize the situation in Jammu and Kashmir and to subvert local elections and democracy, sources added.[ANI]
