미국 국무부는 28일 발표한 '2017년 인신매매보고서' (Trafficking in Persons Report 2017) 에서 각 국별 등급을 공개했다.
그중에서 가중 주목을 끄느 것은 3등급이다.
3등급은 국무부 기준 1∼3단계 가운데 가장 낮은 최악의 단계이다.
인신매매 방지를 위한 어떠한 노력도 하지 않고 있으며 최소한의 기준과 규정도 갖추지 못하는 나라들을 3등급으로 분류한다.
이 3등급으로 분류된 나라는 중국, 북한, 러시아, 이란, 콩고, 시리아, 수단, 기니, 베네수엘라, 우즈베키스탄 등 23개국이다.
국무부는 이와 함께 미국 앨라배마 주 북부에 있는 미 육군 레드스톤 아스널 기지에 총격범이 나타나 미군기지를 폐쇄했다고 밝혔다.

인신매매 3등급으로 지정된 국가에 대해서는 국제통화기금(IMF)과 세계은행(WB)의 구호 및 지원금 지원이 중단될 수 있다.
또 미국 정부의 교육 및 문화교류 프로그램 참여도 금지된다.

Trafficking in Persons Report 2017
TIER 1 : Countries whose governments fully comply with the Trafficking Victims Protection Act’s (TVPA) minimum standards.
TIER 2 : Countries whose governments do not fully comply with the TVPA’s minimum standards, but are making significant efforts to bring themselves into compliance with those standards.
TIER 2 WATCH LIST : Countries whose governments do not fully comply with the TVPA’s minimum standards, but are making significant efforts to bring themselves into compliance with those standards AND:
a) The absolute number of victims of severe forms of trafficking is very significant or is significantly increasing;
b) There is a failure to provide evidence of increasing efforts to combat severe forms of trafficking in persons from the previous year; or
c) The determination that a country is making significant efforts to bring itself into compliance with minimum standards was based on commitments by the country to take additional future steps over the next year.
TIER 3 Countries whose governments do not fully comply with the minimum standards and are not making significant efforts to do so.
